PRA Boss Brima Koroma Driving Progress in Sierra Leone’s Petroleum Sector

Since Brima Baluwa Koroma’s appointment as Executive Chairman of the Petroleum Regulatory Agency (PRA) in 2018, the agency has seen steady progress, marking a significant transformation in Sierra Leone’s petroleum sector. Under his leadership, what was once an underperforming sector has become a beacon of stability and efficiency.

Before his appointment by His Excellency, President Julius Maada Bio, the petroleum sector in Sierra Leone was in disarray, facing challenges such as fuel shortages, inefficient regulation, and widespread public dissatisfaction. However, with the leadership of Brima Baluwa Koroma, the sector has seen a complete turnaround.

Reforms and Stabilization

One of the first major steps Koroma took was to stabilize the downstream petroleum sector by implementing crucial policies and structural reforms. One of his key initiatives was the swift adjustment of fuel prices based on global market trends, particularly the global Platts, ensuring that fuel remained available and affordable to the public. This move, while challenging at first, was met with appreciation for its role in stabilizing the availability of fuel.

Koroma’s tenure also saw the revocation of licenses from oil dealers who were found to be in breach of industry regulations. When hoarders or unscrupulous fuel station operators attempted to close stations or sell fuel above the government-mandated price, Koroma acted quickly to restore order. One notable incident involved a fuel station in Grafton, which was found to be forcing commercial motor riders to purchase fuel above the regulated price. The PRA took decisive action, and the station was penalized, sending a clear message that such practices would not be tolerated.

The Executive Chairman’s focus on ensuring a steady supply of fuel has also led to greater cooperation with foreign currency suppliers, ensuring that oil companies have access to the necessary funds to bring in products without disruptions. As a result, Sierra Leone has seen an uninterrupted flow of fuel into the country, particularly during times of high demand.

Fuel dealers, gas station owners, and other industry stakeholders agree that Baluwa Koroma has completely changed the landscape of the petroleum sector.
