NASSIT DG, AFC Join Forces to Strengthen Africa’s Infrastructure

New York, September 22, 2025. In a landmark step towards strengthening Africa’s social security and infrastructure development, the Director General of the National Social Security and Insurance Trust (NASSIT), Mohamed Fuaad Daboh, has signed a historic Memorandum of Understanding (MOU) with the Africa Finance Corporation (AFC). The signing took place on the sidelines of the United Nations General Assembly in New York, following NASSIT’s successful commissioning of the state-of-the-art Sewa Grounds Market by His Excellency, Dr. Julius Maada Bio.

Mr. Daboh, who serves as a founding member of the Africa Social Security Association (ASSA) and sits on its Governing Council, represented the Chairman of the Association, Nassar Shaaban Ameir, the Managing Director of the Zanzibar Social Security Fund. The MOU underscores a shared commitment to strengthening ASSA’s institutional capacity while expanding its influence in driving Africa’s infrastructure agenda.

Speaking at the ceremony, Mr. Daboh expressed his gratitude to AFC for its willingness to collaborate with ASSA in establishing a dedicated Infrastructure Investment Fund for Africa. “This partnership will help bridge Africa’s infrastructure funding gap by mobilising long-term investments into transportation, energy, water and sanitation, and telecommunication networks,” he said. “The support of Africa Finance Corporation, one of the continent’s leading financiers and Pan-African multilateral development institutions, is unprecedented in the history of social security. It will directly contribute to economic growth across our nations.”

The President and CEO of AFC, Samaila Zubairu, highlighted his organization’s readiness to launch a collaborative research program aimed at assessing African pension regulations and identifying the policy frameworks necessary to channel long-term savings into infrastructure development.

Looking ahead, the NASSIT Director General will represent Sierra Leone at the World Social Security Forum organized by the International Social Security Association (ISSA) in Kuala Lumpur, Malaysia, from September 29 to October 3, 2025. During the forum, he will speak on the transformative impact of social security on Sierra Leone’s socio-economic development, serve as a panelist in the ISSA session on Good Governance, and hold high-level meetings with experts in social protection, particularly for the informal sector. These engagements align with his ongoing efforts to establish the Salone Informal Sector Pension Scheme, aimed at extending social protection to underserved populations.

Through this partnership and continued international engagement, NASSIT demonstrates its unwavering commitment to innovation, capacity building, and the promotion of social and economic prosperity across Sierra Leone and the African continent.
