Sierra Leone Showcases Petroleum Investment Opportunities at TICAD 2025
At the Tokyo International Conference on African Development (TICAD) 2025, Sierra Leone took center stage in promoting its downstream petroleum sector as a key driver of economic growth and foreign investment. On Friday, August 22, at the Westin Yokohama Hotel in Japan, the Director General of the National Petroleum Regulatory Agency (NPRA), Brima Baluwa Koroma, highlighted Sierra Leone’s readiness to partner with global investors and build a resilient energy industry.

The TICAD 2025 summit, officially opened by Japanese Prime Minister H.E. Ishiba Shigeru, focused on strengthening cooperation between Japan and African nations through sustainable development initiatives. Representing Sierra Leone, Koroma outlined the government’s strategic plans to transform the petroleum industry emphasizing refining, distribution, and marketing as critical components of national development.
“The establishment of the Sierra Petroleum Company will serve as a trading outlet for the government this is a critical step toward maximizing our national resources while creating opportunities for private sector participation,” Koroma stated.
He stressed that the vision extends beyond attracting investors, aiming to build a robust and sustainable petroleum sector aligned with Sierra Leone’s broader economic agenda. Central to this, he noted, is dismantling bureaucratic bottlenecks, enhancing transparency, and ensuring efficiency in decision-making processes.
Key NPRA initiatives shared at the conference include regulatory reforms, streamlined investment procedures, and deeper stakeholder engagement to create a business-friendly environment. Koroma’s message was clear: Sierra Leone is positioning itself as a competitive hub for downstream petroleum investment in Africa.
In addition, he acknowledged the importance of balancing petroleum development with global sustainability trends. “While our immediate focus is on strengthening downstream operations, we also recognize the need to diversify into renewable energy to meet international sustainability commitments,” he remarked.

Koroma’s presentation resonated strongly with TICAD participants, drawing attention to Sierra Leone’s untapped opportunities in the energy sector. His call to investors underscored the government’s determination to ensure long-term benefits not just for investors, but also for the socio-economic upliftment of the country.
