Parliament Engages Action Against Hunger on Programs

The Committee on National Commission for Social Action (NaCSA) in the Sierra Leone Parliament on 25th August 2025 engaged Action Against Hunger (ACF) at Committee Room 1 to review the organization’s activities, interventions, and impact across the country.
Deputy Country Director – Programs of ACF, Admire Mukorera, expressed gratitude for the opportunity to present the organization’s mandate and operations. He highlighted that while the organization has rebranded from “Action Contre la Faim” to “Action Against Hunger” in Sierra Leone to reflect its Anglophone context, its global mandate and mission remain unchanged.
“We are transparent and accountable to the communities we serve, the government, Parliament, and our donors,” Mokorera said. “We are open to sharing additional information even beyond this session,” he added.
Action Against Hunger (ACF), headquartered in France with regional offices in the USA, Spain, India, and Germany, has operated in Sierra Leone since 1991 without interruption. Its work is anchored in the following key thematic areas:
Nutrition and Health, with a focus on children under five, pregnant and lactating women, and system strengthening at community and institutional levels.


Food Security and Livelihoods, centered on climate-smart agriculture, food and income security, and support to smallholder farmers.
Water, Sanitation, and Hygiene (WASH), with emphasis on providing access to clean water, sanitation facilities, and health promotion.
Climate Change and Environment including reforestation and mangrove restoration, with current projects targeting reforestation of 460 hectares of degraded land.
Operational Areas:
Currently, Action Against Hunger has program operations in Bonthe, Moyamba and Falaba Districts, where it implements fully integrated interventions in nutrition, health, WASH, and food security. In Falaba, ACF primarily focuses on agriculture interventions, targeting underserved and hart-to-reach chiefdoms.
Freetown serves as the headquarters and coordination hub.


Mokorera explained that while the organization’s default approach is integrated programming, certain interventions are donor-specific, leading to projects that may focus solely on nutrition, agriculture, or WASH depending on funding priorities.
Action Against Hunger works closely with:
Government ministries particularly the Ministry of Health and Sanitation (Directorate of Food and Nutrition; Directorate of Non-Communicable Diseases and Mental Health) and the National Secretariat for the Reduction of Teenage Pregnancy (NSRTP).
Civil Society Platforms such as Civil Society Alliance, which comprises 10 member organizations, and Scaling Up Nutrition and Immunization (SUNI).


International donors including the French Development Agency, the Government of Ireland, and other foundations.
Members of Parliament commended Action Against Hunger for extending its services to hard-to-reach areas such as Falaba and Bonthe, which are often neglected by most humanitarian and development actors. They further requested clarity on the specific activities being implemented in each operational area, to better understand the scope and impact of ACF’s work in Sierra Leone.
