Mustapha Mark Lissa Approved as New Head of Sierra Leone National Shipping Agency

In a significant move to strengthen Sierra Leone’s maritime and shipping sector, Parliament on Tuesday, August 5, 2025, officially approved the appointment of Mustapha Mark Lissa as the new Director General of the Sierra Leone National Shipping Agency (SLNSA).

Presenting the nominee to the House, the Leader of Government Business and Majority Leader, Hon. Sahr Matthew Nyuma, praised Mr. Lissa as a seasoned and disciplined administrator with extensive experience in maritime operations. He described Lissa as one of the longest-serving professionals in the agency, who has risen through the ranks and demonstrated consistent leadership, diligence, and a results-driven approach throughout his career.

Mr. Lissa brings a wealth of knowledge to the role,” said Hon. Nyuma. “He is not only well-versed in the internal workings of the agency but also holds a Master of Business Administration with a specialization in Shipping and Port Administration from the University of Costa Rica.”

The Majority Leader further commended the new Director General for his vision to expand and modernize the SLNSA, particularly referencing his commitment to implementing an updated legislative framework that includes over 40% benefits on inboard and outboard cargo tax. This tax relief is expected to ease operational burdens and boost revenue generation, thereby contributing meaningfully to national economic growth.

Mr. Lissa, in his remarks, expressed optimism about the future of the agency and pledged to promote greater transparency, operational efficiency, and public awareness of the agency’s mandate. He emphasized the importance of ensuring that Sierra Leoneans understand the vital role the SLNSA plays in trade and economic development.

On the opposition side, Hon. Aaron Aruna Koroma, Deputy Leader of the Opposition, extended his support to the appointment but cautioned Mr. Lissa to build on the successes of his predecessors and strive for continuity and improvement in service delivery.

The previous Managing Director made notable contributions. We expect the new Director General to continue along that progressive path and take the institution to greater heights,” Hon. Koroma stated.

Also speaking in support of the nominee, Hon. Umu Pyne, a Member of Parliament representing the ruling Sierra Leone People’s Party (SLPP), expressed her confidence in Lissa’s capabilities, affirming that he is well-prepared for the challenges ahead.

I have no doubt in my mind that Mr. Lissa is more than capable. His experience, dedication, and deep understanding of the shipping industry make him the right person for this critical position,” she said.

The unanimous parliamentary approval of Mustapha Mark Lissa signals a renewed hope for reform and growth in the nation’s shipping sector. His appointment comes at a time when Sierra Leone seeks to optimize its maritime assets and enhance its role in regional and global trade.
