New Cline Town Branch Advances RCBank’s Financial Inclusion Goals

Rokel Commercial Bank (RCBank) has taken a significant stride towards enhancing financial accessibility and fostering economic growth in Sierra Leone with the official opening of its newest branch in Cline Town, Eastern Freetown. This milestone reflects RCBank’s unwavering dedication to deepening its presence in underserved communities and advancing inclusive banking across the nation.

The inauguration ceremony, held on Monday, 28th July, brought together a diverse group of key stakeholders including representatives from the Bank of Sierra Leone, law enforcement agencies, valued customers, local community members, and senior executives of RCBank. The event celebrated not only the physical establishment of the branch but also the bank’s broader vision to drive sustainable development through innovation and community empowerment.

Mr. Aruna Dumbuya, Head of Public Relations at Rokel Commercial Bank, warmly welcomed guests and expressed pride in the bank’s steady expansion under the leadership of Managing Director, Dr. Walton Ekundayo Gilpin. “The Cline Town branch is our 18th branch to open, a testament to our ongoing growth and commitment to serve Sierra Leoneans,” he noted. He also highlighted the recent opening of another branch in Waterloo, underscoring the bank’s dynamic progress fueled by the dedication of its board, management, and loyal clientele.

In his keynote address, Managing Director Dr. Gilpin emphasized that the return to Cline Town marks a renewed and strengthened commitment. “RCBank is a people-centered institution, focused not only on banking services but on truly being present in the lives of our customers,” he said. Dr. Gilpin reflected on the bank’s previous exit from the area and underscored their determination to build a lasting, impactful presence this time.

Acknowledging the competitive banking landscape, he stated, “We aim to lead through innovation and alignment with Sierra Leone’s national economic agenda.” He spotlighted the Rokel Sim Korpor, RCBank’s digital banking platform, integrated with the National Payment Switch, as an example of how the bank is leveraging technology to enhance financial inclusion. “Modern banking transcends physical branches; it is about empowering all
from market women to multinational corporations with digital tools, financial literacy, and strategic partnerships to thrive.”

Dr. Gilpin also stressed that true financial inclusion goes beyond access it is about dignity, knowledge, and ownership. “We don’t just open accounts; we equip our customers to understand and control their financial destinies. This philosophy is what sets RCBank apart as a national asset.”

He concluded by expressing gratitude to the government of President Julius Maada Bio for its steadfast support. “Their trust has enabled us to maintain the highest standards of professionalism and show that Sierra Leonean institutions can achieve excellence.”

Representing the Governor of the Bank of Sierra Leone, Mr. John A.T. Tucker, Director of Financial Stability, delivered a forward-looking keynote, emphasizing the national significance of RCBank’s expansion. “This branch opening represents a reaffirmation of our shared commitment to inclusive finance and sustainable economic development across Sierra Leone,” he said.

Mr. Tucker praised RCBank for addressing financial service gaps in underserved communities, aligning with the Central Bank’s mandate to promote accessible and secure banking. He highlighted the critical role banks play in empowering SMEs the engine of economic growth by providing capital and confidence to innovate and create jobs. “As banking evolves in the digital era, institutions like RCBank must continue to prioritize customer-centric technology solutions to ensure no one is left behind.”

He reaffirmed the Bank of Sierra Leone’s continued partnership and support, emphasizing that financial inclusion is a national imperative.

Deputy Director of the Fiscal Risk Department, representing the Minister of Finance Idriss Bangura, commended RCBank’s resilience and historical significance. He recalled how the bank’s operations dwindled during the civil war, but through resilience and transformation from foreign ownership to majority government stake RCBank has become a beacon of stability and local ownership. “Rokel Commercial Bank’s growth is deeply intertwined with Sierra Leone’s economic journey, and its evolution serves as a powerful example of the country’s commitment to inclusive growth,” he said.

Other dignitaries echoed these sentiments. Deputy Managing Director Emmanuel Borbor described the branch’s reopening as a “proud return in grand style,” emphasizing RCBank’s readiness for future growth backed by solid resources and strong leadership.

The Sierra Leone Police, represented by a senior officer on behalf of Assistant Inspector General Patrick Dumbuya, pledged full support to ensure a secure environment for staff and customers.

A corporate customer representative from RockCem praised the new branch’s convenience and RCBank’s role in supporting their business growth. “RCBank has been a reliable partner through challenges and opportunities alike,” he said.

The ceremony culminated with the unveiling of a commemorative plaque by Board Chairman Mr. John Sumaila honoring Dr. Gilpin’s transformative leadership, followed by a ribbon-cutting and traditional libation. Attendees toured the new state-of-the-art facility.

The newly appointed Branch Manager of Cline Town expressed his gratitude for the trust placed in him and vowed to uphold the bank’s commitment to excellence and customer-first service.
