Justice on Wheels: Sierra Leone Judiciary Enhances Rural Access with Chinese-Donated Motorcycles.

In a significant move to improve access to justice in Sierra Leone’s remote and underserved regions, the Judiciary has received a donation of six motorcycles from the Chinese Embassy. The initiative is expected to boost legal service delivery, particularly in hard-to-reach areas where transportation challenges have hindered judicial operations.


At an official handing-over ceremony held on July 17, 2025, at the Law Courts Building on Siaka Stevens Street in Freetown, His Excellency Wang Qing, Chinese Ambassador to Sierra Leone, presented the motorcycles to Honourable Chief Justice Komba Kamanda. The event marked a milestone in the ongoing partnership between the two nations aimed at supporting judicial reform and institutional development.

Ambassador Wang congratulated Chief Justice Kamanda on his recent appointment as Chairman of the Judicial Council of the Economic Community of West African States (ECOWAS), commending his leadership and reform-driven agenda.

“This donation is the result of several strategic discussions focused on enhancing judicial capacity,” Ambassador Wang said. “We are confident that these motorcycles will significantly improve justice delivery in rural communities. The Chinese Embassy remains dedicated to supporting the Judiciary of Sierra Leone.”

Chief Justice Kamanda expressed deep gratitude for the continued support of the Chinese Government and highlighted the critical role the motorcycles will play in the Judiciary’s operations.

“These motorcycles will be assigned to the Bailiffs Department to help overcome transportation challenges in the service of legal documents across remote areas,” he stated. “They are an essential addition to our strategy of making justice more accessible and ensuring that no community is left behind.”

He further emphasized that the Judiciary, under his leadership, has made substantial strides in expanding judicial services to regions previously without magistrates or court facilities. The newly acquired motorcycles, he noted, will directly support those efforts and strengthen overall efficiency in legal proceedings.

Reflecting on the collaborative process, Chief Justice Kamanda shared that several bilateral meetings with the Chinese Ambassador paved the way for this support. Discussions included broader plans for additional logistical assistance such as buses and other transportation for Judiciary staff.

As he formally received the keys and documentation, Chief Justice Kamanda reaffirmed his commitment to using the motorcycles exclusively for official duties. He also expressed optimism that the enduring relationship between Sierra Leone and the People’s Republic of China will continue to drive meaningful development in the country’s judicial sector.

This donation is the latest in a series of reforms and modernization efforts led by the Judiciary to decentralize justice delivery making it more timely, efficient, and equitable for all Sierra Leoneans.
